1. SLIP Winter Conference – Presenters needed! Please encourage staff to submit an application to present. Discussed potential presenters to contact for Day 1 with Supervisors and Day 2 for all center staff.
Areas needed: Emergent Literacy, Mathematics, repeat CEC mini-sessions from Wayne, Core Vocabulary, Lesson Planning w/Planbook, legislative updates (DNR, CB oil, transition, etc.), trauma for nonverbal, 5 characteristics of leadership, IRIP’s, and Scripting were all discussed. Open for great topics related to working in center-based programs.
2. Work-group discussion – 3rd Grade Reading Law/IRIP’s and Student Growth models for our populations.
3. Roundtable
a. SWIS – Suggestions on others. Discussion on Powerschool and SWIS communication capabilities and it can be “shut off”. Google forms also an option and it does do a notification.
b. Sex Ed Curriculum – Elevatus was discussed as an option as a curriculum tool for students with disabilities ($250). Link: https://www.elevatustraining.com
Forwarded email information to SLIP. Michigan Model is still a resource for some. START has compiled recommendations that is applicable to all disabilities. FLASH curriculum is one that is used as well. Berrien RESA has shared their Resource Guide which outlines what we have compiled through the process.
c. Restraint/Seclusion – Numbers will be shared from the State that were electronically submitted through MSDS. These will be out soon.
d. Transition – Discussion on center’s doing EDP’s and the overlap in IEP Transition Plans covering much of the information. ESTR is still being used by some. Some use Brigance or in conjunction with the ESTR. ULS online is available and also being used by some. Consent form discussion and now their is guidance out for NTACT.

-MI-Access Social Studies – Discussion on level and entering this information. Not being requested yet.
-Accelerated Teaching Program – Has anyone used the Saginaw program? If so, please share with Jeff Reinelt at COP ESD.
-Certified Teachers – Discussed the concerns in limited teachers being available and many seeing this getting worse.

1. Site Visits – Discussed continuation & group would like to see them continue. Dates will be scheduled now for members to put on their calendars as soon as possible. Woodsedge & Heartwood are both willing to host.
2. 2019 SLIP Winter Conference – Planning underway for next year & attempting to get it ready earlier.

b. Dates scheduled would be best on a Thursday/Friday for travel and the best month to schedule.
c. Theme – General, not specific to open up topics related to center-based programs. This may help with presenters. Check on key note.
d. Survey – A brief 3-5 question survey will be sent out to the membership for feedback on information for next year.
3. Summer Institute Presenters – Discussion on topics of interest for the SLIP group. Service Delivery Models, Need/Level Based programming, and Student Growth for Evaluations.
4. Seclusion & Restraint – Discussed different responses to situations – face masks for spitting; Football pads for staff; staff movement due to severe injuries; home-based services (Little guidance available, must be justified, based on student need, consider hours as this is not homebound services) Police involvement discussed.
5. Ideas on “contingent separation rooms in your schools.” –Criteria on the decision for this plan documented and action plan to return to the classroom. Is it therapeutic? Is the parent involved? Is decision-making process documented? Is it a proactive measure to reduce/prevent severe behavior?

1. 3rd Grade Reading Law – Many are working on getting their information developed. Some are connecting to their ISD General Education contacts, another ISD told them they were exempt, Brigance used by one district, and SPELL from Heartwood will be shared through SLIP list-serve.
2. Seclusion & Restraint – New COP developed by MAASE and new members being sought. Looks like this will be more of a Resource Sharing via Lance Seward & Susan Toth.
3. Donated items need from SLIP for the February Auction. Email Tina if you can contribute.
4. Post-secondary Transition Goals discussed and information shared from Blossomland Learning Center in notes emailed to the SLIP group.
5. ABA Therapy – It is now understood that Medicaid will no longer continue to pay for those services offered during school hours unless school’s sign off for the student to attend. Discussion on requests for schools to provide ABA therapy, incorporation into the school setting, attendance responses, ad observations. Autism Internet Modules discussed as an online tool as a free resource. Discussed RBT’s, training being provided by schools, and not doing actual certification due to requirement for oversight of BCBA.

6. Continuum of service – Discussion on what districts are doing. Some have a classroom in an LEA to start the integration process. Stressed on finding an LEA that is willing to integrate.

1. Seclusion & Restraint – Discussion on use of supports such as a rifton chair with lap belt, transportation seat belt or harness, and any other form of “restraint.” How are your therapists involved? Some have moved away from any form of seat belt/lap belt within the classrooms. Others are following up with OT’s/PT’s on scripts written, purpose, and specific use within the classroom. Some are placing this in the IEP and others are not if they have scripts on file.
Transportation was discussed and some noted this is separate and required for safety. Taken from MDE Standards on Seclusion & Restraint:

Mechanical Restraint means the use of any device, article, garment, or materials attached to or adjacent to a student’s body that restricts normal freedom of movement and that cannot be easily removed by a student. Mechanical Restraint does NOT include:
a. An adaptive protective device recommended by a physician or therapist (when it is recommended);
b. safety equipment used by the general student population as intended (for example seat belts, safety harness on school transportation)
2. Third Grade Reading Law – Samples were shared from two of the centers and will be emailed out on the SLIP list-serve. Discussion held on assessments the group is using.
3. Sex & Health Education – Two comparison documents previously available and are not accessible on the MDE website. Call to the State has indicated that the contact person listed on the site is not aware that they were listed as the contact person to this information. Tina plans to present the information on Day 2 that she previously used in their curriculum and to continue to search for updated information.
4. Teacher & Sub Shortages were discussed and alternative certifications and/or arrangements that districts are doing to get coverage. Supervisors are assisting with IEP’s, lesson plans, and progress monitoring to get requirements covered.

1. SLIP Winter Conference – January 19-20, 2017 @ The Crowne Plaza, Lansing.
a. Registration is open and the program outlining the presenters for each day is posted on the MAASE Website. You can register for Thursday only, Friday only, or both days. Please share with your staff and encourage them to register before they go on break.
b. Hotel – Discounted MAASE room rates are available until the Holiday Break. Cost is $119 per night.
2. 1% Exceptions – Discussion on Additional Information Needed for BLC. This information did result in a color designation change for their building. Window is over. Tina will send out approval lists when the time comes for applications to be completed again for the next school year.
3. Annual Report – Memo recently sent out with new requirements to districts. (Link below). Discussion held over districts receiving OCR complaints related to website information that was not meeting ADA requirements. Issue relates to PDF format. Keep information posted until you are able to phase in corrected forms. AER’s are due by January 27th.

4. ACT – Suggestion – Do not register your school for ACT if you do not have ANY students taking the ACT. This should prevent you from getting materials and any further calls. This was an issue last year for districts that respond to emails from ACT. Tina communicated with Robin Wright from MDE and got her building designated as “Not Participating.” Her email is WrightR12@michigan.gov
5. Roundtable
a. Bills on Seclusion/Restraint are still being pushed forward during Lame Duck behind the scenes.
b. Discussion on Special Olympics and impact on district with OCR complaint in the past. Noted that Jeff Butler was recently assigned to the Special Olympics Board.
c. Discussion on ISD Plans versus staffing/student needs.
d. Floater Para written into one ISD plan was discussed as well.
e. Work group in the future for SLIP was discussed on the development of documentation/protocols related to Seclusion/Restraint guidelines, should this bill pass.

2. MAASE Silent Auction – Thank you to Susan Reynolds, Rachel Burma, Jesse Gilding, and Marc Willis for their contributions to the SLIP basket auctioned on Tuesday. Money raised will be used for CEC student scholarships. Our basket brought in $80.00.

1. SLIP Winter Conference – Attendance Day 1 – 100; Day 2 – 67; The attendance, survey information, and cost effectiveness of this event will allow us to continue this event next year. Survey responses for Day 1 – 98% rated 4/5 out of 5-point scale; Day 2 – 97% rated 4/5 out of 5-point scale. Summary survey information was sent out on 2/5 to the SLIP membership.
2. Seclusion & Restraint Bills – Hard copy provided to those who do not have them. Power point is available on the MAASE Wiki that gives an overview of each bill provided by Eric Hoppstock during our lunch on Day 1 of the Behavior/SLIP Winter Conference.

Discussed possible work group to provide input on MDE policy development before 2/21. Tina will clarify and send out an email to input should this be planned and if enough time.

3. Round Table
a. Discussed sub issues for various centers & options taken – floater teacher or para, coverage by retired staff wanting to come back, and looking at absences and assisting from within. One district discussed incorporating incentives for subs, including recouping finger-printing costs and bonus after a specific number of days.
b. Discussed transportation and meeting needs of students with medical needs such as suctioning, diastat, etc. One district is contracting with an agency that will not respond nor participate in training and this is left to the district. Blossomland discussed RM that oversees transportation training, documentation, monitoring, monthly meetings, on call support, and coverage.
c. Bill currently out there proposing 60 credit hours rather than 90 for subs.
d. Year-round school was discussed and what Bloomfield is doing via Thomai Gersh.
e. CPR/AED Requirements for all graduates? Key discussion related to achieving a diploma, which would excuse our students who are getting Certifications of Attendance. Bill link below:
f. Discussed reporting of staff for snows days at different districts.
g. Student Growth Measures – This is a repeated topic for the group. Below you will find a link to Wayne RESA’s document that was discussed as a guiding tool. Also, 5D has criteria related to this as well.

h. Discussed some of parent, student and staff surveys. Some are not doing surveys with students. Blossomland is using a student survey with the MoCI population and will be attached to the minutes when sent out to SLIP. Some are using parent & student surveys in The Assist. ~Math Curriculum discussion – Foundations in Math is looking at trialing their program with centers. If interested, please contact Tina Lawson for contact information. Other centers are trying Touch Math and another is using Attainment.
~Soundsponge was discussed as quiet dividers and used when dealing with behavior. Google for more information.
~Discussed technology reporting requirements for 8th grade. Some centers were not aware of this requirement, while others have put together checklists/assessments for instruction.

1. We are looking for ideas on projects for the 2016-2017 school year. Suggestion made on curriculum development and collaboration with Wayne RESA.
2. Seclusion & Restraint – Draft is out and testimony is being taken Thursday, April 14th and Thursday, April 21st. Please see Eric Hoppstock or Dawn Bentley to ensure collaboration on items for testimony.
3. SLIP Winter Conference – Two years of PBiS and last two years of Transition have been held. We are looking for a theme for the 2017 SLIP Winter Conference. Should we continue with 2 days or return to a 1 day format? Input is encouraged. Survey responses will also be used. We are currently in the planning stages for next year.
4. 1% MI-Access Proficiency Cap Exception Applications – These are now available on the MDE Accountability web page. The applications are due by August 29, 2016 at 5:00 pm. There is also a Helpful Resource available with detailed information on 1%, how it is calculated, how to access application and sample responses. Make sure you know when your current exception expires.
5. Roundtable discussion was held with those in attendance.
-Concerns with PSAT materials being sent to districts who do not have students identified as taking it and who have completed requirements that the assessment is not administered in the building. (Please note that testing materials had to be returned.)
-Discussion was held on number of School Social Workers they have for their building. Review of student enrollment was discussed as well.
-Email to be sent out on presentations for Summer Institute relevant to the SLIP group. Also, if a general meeting should be held as a session. We did not do this last year, but a few members have asked for this participation.
